Death for Chinese man in case that fueled protests (AP)
BEIJING ? Chinese state media say a man has been sentenced to death in a case that fueled the biggest ethnic protests in Inner Mongolia in two decades.
The Xinhua News Agency says Sun Shuning was sentenced Tuesday after being convicted of killing Yan Wenlong on May 15 during a dispute between coal mine operators and local residents protesting pollution.
The swiftness and severity of the sentence demonstrate the government's desire to soothe anger among Mongols, who took to the streets over that and another case. The protesters demanded justice and greater protection for Mongol culture and the traditional herding lifestyle.
Earlier, a Chinese truck driver was sentenced to death for killing an ethnic Mongol herder by dragging him under his truck on May 10.

US judge hears arguments on Ga. immigration law (AP)
ATLANTA ? Civil liberties groups argued Monday that Georgia's law cracking down on illegal immigration should not take effect until a lawsuit challenging it as unconstitutional is resolved, and a judge said he likely would rule on that request before the law takes effect.
The lawsuit asks a judge to find the law unconstitutional and to prevent its enforcement. U.S. District Judge Thomas Thrash, who was appointed to the bench by former President Bill Clinton, also heard arguments from a lawyer for the state, who said the lawsuit should be dismissed. Thrash repeatedly questioned Senior Assistant Attorney General Devon Orland, with the exchange sometimes bordering on testy.
Omar Jadwat with the American Civil Liberties Union argued the law is fundamentally unconstitutional and infringes on federal authority, while Orland said the measure is needed because medical facilities and prisons are being strained by illegal immigrants.
The possible harm the law could inflict on people and organizations is greater than any harm done to the state without the law, so it should be blocked until the courts rule on the merits of the legal challenge, said Karen Tumlin from the National Immigration Law Center.
At the end of the hearing, Thrash said he needs more time to consider the arguments because the legal and constitutional issues at play are complex. He expects to decide on the issue before July 1, when most parts of the law take effect.
"We're optimistic," Jadwat said after the hearing. "The judge seemed to grasp a lot of the practical problems posed by this law."
The attorney general's office said it's waiting for the judge's ruling and declined to comment.
The measure authorizes law enforcement officers to check the immigration status of suspects who cannot provide identification and to detain and hand over to federal authorities anyone found to be in the country illegally. It also penalizes people who, while committing another crime, knowingly transport or harbor illegal immigrants and makes it a felony to present false documents or information when applying for a job.
During the hearing, Thrash on more than one occasion told Orland not to interrupt him and said she wasn't answering his questions.
The judge expressed concern that the new law allows individual jurisdictions too much discretion, effectively creating a different policy in every county. He also questioned the motive behind the law. Orland responded that it was to prevent the state from continuing to spend money on illegal immigrants.
"So they're supposed to go somewhere else with their husbands, their wives, their children, even though some of them may be U.S. citizens?" Thrash asked.
Thrash later questioned provisions dealing with people who harbor or transport illegal immigrants, raising a hypothetical scenario of an 18-year-old U.S. citizen who gets pulled over for speeding while driving his mother, an illegal immigrant, to the store.
"It would be no different if his mother had pockets full of cocaine and he was knowingly transporting her to go sell it," Orland said, later adding: "Sometimes the law is harsh. There is no question about that. That does not make it unconstitutional."
Orland also said that other parts of the law would actually protect illegal immigrants from exploitation, and that parts of the state policy mirror federal immigration law.
Jadwat argued that the state isn't mirroring federal law because the Georgia law gives local officers such broad enforcement discretion, and that the state is not authorized to enforce certain parts of federal law.
Georgia's law has provisions similar to those in laws enacted in Arizona, Utah and Indiana.
A federal judge blocked the most controversial parts of Arizona's law last year after the U.S. Department of Justice sued, arguing that only the federal government can regulate immigration. A federal appeals court judge upheld the decision, and Arizona Gov. Jan Brewer has said she plans to appeal to the U.S. Supreme Court.
A federal judge also has temporarily blocked Utah's law, citing similarities to the most controversial parts of Arizona's law. A hearing is set for mid-July to determine if the law can take effect. And in Indiana, a federal judge on Monday heard arguments on whether that state's law can take effect next month. Like in Georgia, that judge listened to the arguments and said she'd rule before the law is set to take effect July 1.
Another section of the Georgia law set to be phased in starting in January will require many businesses to check the immigration status of new hires. A separate Arizona law with the same requirement was recently upheld by the U.S. Supreme Court.

LAS VEGAS (Reuters) - A 21-year-old "history geek" representing California was named Miss USA at the annual beauty pageant in Las Vegas on Sunday.
Alyssa Campanella, who was born and raised in New Jersey which she represented at the Miss Teen USA contest in 2007, was considered among the favorites by pageant experts.
She will represent the United States at the Miss Universe pageant to be held in Sao Paulo, Brazil, on September 12.
Campanella was crowned by incumbent Miss USA, Rima Fakih, a Lebanese-born Muslim who was the first Arab-American to hold the title.
Miss Tennessee came in second, Miss Alabama was third, and Miss Texas was fourth.
Campanella is a natural blond who dyed her hair red for a play several years ago and never went back. She told Reuters that she moved to Los Angeles about 18 months ago, and would like to remain there once her duties were over.

Types of Rock Climbing Rope Explained
As I roamed the forums climbing yesterday, I came across a discussion about the different types of dynamic climbing rope and how each should be used. It was quite disturbing to see some of the statements in progress, and use the rope to naive stance that appeared rock. I'll try to clarify the basic differences. There are three main types of dynamic rope used in rock climbing, ice climbing andClimbing. In principle, classified, there are individual ropes, double ropes, and two twins, with a small group of strings, which I would classify as a walking-safety ropes.
Perhaps the most frequently used chord rock is the classic single. This is usually nothing from 8.9 mm to 11 mm in diameter and is designed to be used only as a single rope for protection in the event of a fall. These are particularly suitable for sport climbing and of course modernprotected routes, where the line of ascent is not so different. At the shallowest end, the strings have the advantage of lightness, but they are not as durable as the thicker models. Any abrasion or damage to the hull has a far greater impact on the overall strength and reliability of these thinner ropes. Extra troops reach Venezuela jail

The Venezuelan authorities say they will resume a major operation aimed at regaining control of a prison near the capital, Caracas.
An extra 400 troops have been drafted in, after more than 3,500 National Guards were unable to take full control of El Rodeo prison on Friday.
This follows a riot last Sunday between rival gangs in which more than 20 inmates were killed.
Attempts to negotiate a peaceful resolution have so far failed.
On Friday, the government announced that its forces had re-taken all of the part of the prison called Rodeo I, accounting for some three-quarters of all inmates.
Two members of the security forces were killed, and at least another 18 injured on Friday.
It is not clear how many casualties there have been among prisoners.
The authorities say one inmate was killed on Friday, and have said photos circulating on social media sites showing more casualties were "fake".

An estimated 1,300 prisoners still remain in the part of the prison not under the control of the authorities - Rodeo II.
Some of these prisoners are armed.

He said he had tried to negotiate with some of these leaders in an effort to get them to surrender.
But these leaders, whom he classified as "negative", had not responded.
"Their attitude continues to be the same: hostile," he said. "They are refusing to let assistance be given to prisoners. They are refusing to have a dialogue."
The minister said they would try to keep dialogue going.
He said "90% of prisoners agreed with the measures taken by the government".
And he went on to say that some of the leaders would be punished by being transferred to high security prisons.
Outside the jail, tense stand-offs have continued, with security forces clashing with angry relatives.

The security forces have fired tear gas in an effort to disperse groups of relatives of the inmates.
On Friday, the Venezuelan vice-president, Elias Jaua, sought to reassure the prisoners' relatives.
In a televised speech, he explained to them why the government needed to take action.
"The intervention we're carrying out today isn't to massacre their relatives," he said, "it's to protect the lives of more than 5,000 inmates."
Venezuelan prisons are notoriously overcrowded and there have been a series of riots since the beginning of the year.

Greek PM replaces finance minister in reshuffle | The Associated ...
Greek Prime Minister George Papandreou replaced his finance minister Friday in a broad cabinet reshuffle to counter widespread anger over tough new austerity measures essential to prevent Greece from a disastrous default.
The critical position which has been held by George Papaconstantinou since the debt crisis began in late 2009, will now be taken over by outgoing Defense Minister Evangelos Venizelos, a leading figure in the Socialist Party, who challenged Papandreou for the party leadership four years ago.
Venizelos, a 57-year-old constitutional law professor, is considered Papandreou's main internal Socialist rival. A veteran of several ministries, he handled the run-up to Greece's hosting of the Olympic Games in 2004 as culture minister, and has also held the justice, development and transport portfolios in the past.
Papaconstantinou, who became broadly unpopular as he imposed budget cuts and tax hikes as part of an international bailout deal, moves to the environment and energy ministry.
Government portfolios were also redistributed to address demands for faster reform from Greece's debt monitors at the European Union and International Monetary Fund. A new ministry for administrative reform was created to help scale back the country's bloated public sector.
The new cabinet was sworn in shortly after being named, and the new ministers were heading straight into a cabinet meeting with the prime minister.
The reshuffle is Papandreou's latest attempt to deal with a severe political crisis that threatened to derail the debt-ridden country's efforts to pull itself out of its financial morass. Fears that Greece would default on its debts soon spooked investors all round the world over the past couple of days, sending share prices and the euro sharply lower.
A default by Greece could spark further panic on financial markets, pummel banks in Greece and across Europe and have a knock-on effect on other struggling European economies such as Portugal, Spain and Ireland.
Initial reaction to the reshuffle appeared positive, with the difference in interest rates on Greek 10-year bonds and the benchmark German equivalents narrowing from the record 16 percentage points overnight to the still exceptionally high 15 percentage points. The euro meanwhile pushed back above $1.42 and Greek stocks rallied hard.
Other party heavyweights were also promoted at the expense of Papandreou loyalists in a bid to calm internal dissent and push through the new five-year austerity plan, due to be voted on in Parliament this month.
Dimitris Droutsas, a close friend of Papandreou, lost the foreign affairs portfolio ? and any position in the new government, as did Tina Birbili, the outgoing environment minister. Droutsas was replaced by Stavros Lambrinidis, who heads Greece's Socialists in the European Parliament.
Papaconstantinou, the 50-year-old outgoing finance minister, had handled negotiations with the European Union and the International Monetary Fund last year to get the country a ?110 billion ($155 billion) bailout, imposing harsh budget cuts and tax hikes in return, and has been in crucial talks over more financial help for Greece.
Generally well-respected among his European peers, he faced criticism from large sections of the public in Greece ? as well as from other ministers ? over the stringent austerity measures, and the fact that Greece missed many of its fiscal targets that are essential for it to continue receiving funding from the bailout loans.
Greece has promised to slash its bloated public service by 150,000 people by 2015 and effectively end government jobs for life.
Papaconstantinou now heads the energy portfolio ? another key area slated for financial liberalization despite fierce opposition from the powerful and traditionally pro-Socialist electricity workers' union.
Papandreou has struggled to garner support for a crucial new package of ?28 billion ($39.5 billion) in spending cuts and tax hikes demanded by the EU and IMF. The package must be voted through parliament if the country is to continue receiving funds from its bailout.
Despite the insistence of both Papaconstantinou and Papandreou that the country had no other option and that it would default on its debts without reforming the economy, the anger has led to riots on the streets and a party revolt within the prime minister's governing Socialists.
Papandreou tried to face down the rebellion by negotiating with the rival conservatives to form a coalition government earlier this week, but the talks quickly collapsed. The crisis deepened Thursday morning, when two of his Socialist party lawmakers quit their seats in Parliament. Although the resignations did not affect Papandreou's five-seat majority in the 300-member legislature, they were a severe blow.
The reshuffle was his next step. He is to seek a Parliamentary vote of confidence in the new government, likely early next week.

Scientists ID mysterious flash in distant galaxy (AP)
LOS ANGELES ? Astronomers think they have solved the mystery of an extraordinary flash spied in a faraway galaxy, saying it came from a massive black hole that devoured a star after it wandered too close.
The awesome energy released by the feeding frenzy was first detected by NASA's Swift satellite on March 28 and was later confirmed by a fleet of space and ground telescopes.
Some scientists initially thought the bright flash was a gamma-ray burst from a star collapsing, but flaring from such an event typically lasts only a few hours.
Instead of fading, the cosmic outburst continued to burn bright and emit high-energy radiation that could be observed even today.
Two separate teams pored through data and concluded that an unsuspecting star the size of our sun likely got sucked in by the powerful tug of a giant black hole. Until then, the black hole had been relatively inactive. The findings were published online Thursday in the journal Science.
As the black hole gobbled up the star, it streamed a beam of energy straight at Earth that was recorded by telescopes. The stellar feast occurred in the heart of a galaxy 3.8 billion light years from Earth. A light year is about 6 trillion miles.
"This was clearly different than anything we've ever seen before," said one of the team leaders, Joshua Bloom, an astronomer at the University of California, Berkeley who classified the event as extremely rare.
Black holes are swirling, super-dense cores of galaxies that vacuum up nearly everything in sight. How they grow so huge remains a mystery. Scientists think the latest observation could help them better understand how galaxies form.
Could what happened in the distant galaxy occur in our Milky Way? In theory yes, say scientists, but the chances are low.
"It's not something worth losing sleep over," said researcher Andrew Levan of University of Warwick in England, who led the other team.

Using Home Loan Equity the Smart Way
Once you build up enough home loan equity, you will be able to take some of that equity out as cash in the form of a home equity loan. Equity is the difference between what the house is worth and what is still owed on it. Court dogs provide calm for traumatized witnesses (AP)
POUGHKEEPSIE, N.Y. ? A 15-year-old girl had special help when she took the witness stand Monday at the trial for the man accused of sexually assaulting her for four years.
Rose, an 11-year-old golden retriever whose regular job is helping provide therapy in schools for troubled children, was there at her side, helping to calm a child who experts said is otherwise incapable of talking about her traumatic ordeal.
It's an unprecedented arrangement in New York and now gaining acceptance elsewhere. Pioneered by a Seattle prosecutor in 2003, courthouse dogs are participating in trials in at least 10 states, often over the objections of defense lawyers who worry that the dogs generate extra sympathy for victims and witnesses.
During a little more than an hour on the stand, Rose was mostly invisible Monday. When the girl was asked to point out the man who is charged with raping her for four years starting at the age of 10, the dog poked her muzzle up and the girl stroked it. When she was asked to go into graphic detail about the rapes, she looked down and patted the dog.
Dutchess County Judge Stephen Greller had rejected a defense argument that Rose's presence might prejudice the jury. Greller said he relied in part on an earlier New York case involving a "comfort item," a teddy bear held by a child witness in an early 1990s sex-crime trial.
Before the girl and jurors were brought in, a handler led Rose to the witness box, where she was placed mostly out of view under the supervision of the judge. When jurors returned, Greller introduced the witness and told the panel she was with a companion animal, but that they shouldn't draw any conclusion from that or allow sympathy to sway them.
The girl gave mostly short answers, steadily reaching down with one hand on the lead and one hand on Rose. The jury of seven women and five men gave no indication they even noticed the dog.
The girl, dressed in a dark top and pants, her dark hair in braids, pursed or bit her lips as she responded to questions, nervously draining a small white cup of water while cross-examination began. At one point, under questioning from the defense lawyer, she took a deep breath, looked down and appeared to whisper to Rose.
Ellen O'Neill-Stephens, a prosecutor in Seattle who founded the organization Courthouse Dogs, has championed dogs helping witnesses. She said they are "an incredible tool" for helping calm victims "reliving the trauma as they're describing what happened to them."
Their use gained traction after a 2004 U.S. Supreme Court ruling on a defendant's right to confront an accuser threw into doubt the legality of allowing victims to testify remotely by two-way video or other means to avoid the stressful environment of the courtroom.
"Now you had kids right up there in the face of the person who did this to them," O'Neill-Stephens said.
"We had an occasion in our courthouse where a child just froze," she said, describing a witness scared by the presence of a defendant's relatives. "All it took was playing with the dog to tell the judge he was afraid of them."
The relatives were ordered out of court.
O'Neill-Stephens lists 18 jurisdictions in Washington, Idaho, California, Texas, Missouri, Arizona, Pennsylvania, Hawaii and New Mexico with courthouse dog programs.
Rose was trained by Dale Picard, founder of Educated Canines Assisting with Disabilities. The animal works in the organization's vocational education program at six alternative schools near New York City for children with emotional, behavioral and learning problems.
The animal is trained to work with victims of post-traumatic stress disorder, traumatized and special needs children, veterans at VA hospitals and others. She has been trained to sense anxiety and to try to reduce stress by nuzzling a person or seeking to be petted.
Studies show that such interactions have a strong calming effect, including lowering blood pressure, said David Crenshaw, a clinical psychologist at the facility where the girl is living.
Before the girl took the stand, defense lawyer David Martin repeated his objections.
Martin, the public defender representing 36-year-old Victor Tohom, has objected not only to the potential that Rose would generate prejudicial empathy among jurors, but the fact there is no law in New York allowing the dog to accompany her. He said Greller's decision allowing the dog will be part of any appeal if Tohom is convicted on the charge of predatory sexual assault against a child.
Greller asked Martin to suggest special instructions he should give jurors before they deliberate, something O'Neill-Stephens said is vital to avoiding issues on appeal.
Senior Assistant District Attorney Kristine Hawlk, the prosecutor who filed the motion to allow Rosie in court, said she couldn't discuss the case.
To date, there has been no case law from an appeals court on the practice, O'Neill-Stephens said, but "some defense attorneys successfully object to the presence of the dog and the judge doesn't want to go out on a limb."
She said defense lawyers in her jurisdiction have generally stopped objecting. Some even use the dogs to advantage, petting them as they cross-examine a witness, perhaps softening jurors' views of them as interrogators.
"The dogs are for everybody in the criminal justice system," O'Neill-Stephens said.

US Army abandons 'impractical' black beret

The US Army says it is getting rid of the black woollen berets worn by its soldiers after many of them complained it was too impractical to wear.
One soldier told the US Army Times it was like wearing a "wet sock" on his head.
A US army spokesman said the beret, which was introduced 10 years ago, would be replaced by a patrol cap and worn by soldiers in the field.
The change will apply to more than a million soldiers in the United States.
It will also bring a cost benefit - the patrol cap comes in at almost half the price.
Units that have long worn berets as a mark of distinction, such as army special forces, Rangers and Airborne, will not be affected.
"I hate wearing a wet sock on my head," Chief Warrant Officer Mark Vino, at Joint Base Lewis-McChord in Washington state, told the Army Times.
US Army spokesman Col Tom Collins told Agence France-Presse: "[The beret] does not have a visor and doesn't shield the sun, doesn't absorb sweat well."
But the beret will remain standard headgear for soldiers when they wear their dress uniform for more formal events.
Col Collins also told AFP that from July dress uniform would replace camouflage for soldiers serving in the Pentagon.
Combat uniforms were adopted for all armed services personnel to reflect the war footing following the 9/11 attacks.
