Protesters delay vote on new Libyan Cabinet

(AP) ? Libya's new prime minister on Tuesday put forward a Cabinet for parliamentary approval, but protesters stormed the building during the session, forcing a postponement of the vote on the new government.

Around 100 protesters, a mix of bearded civilians and self-proclaimed rebels, broke into the hall during a session in which Ali Zidan, the new prime minister, was telling the National General Congress that he tried to strike a geographic balance among different regions and cities.

The protesters faced little resistance as they entered, and a local TV station showed video of the break-in before it went off air. The protesters had various complaints about the nominated ministers, including that some had connections to the ousted regime of dictator Moammar Gadhafi.

Interim President Mohammed al-Megarif talked to the protesters, and they left the hall. Then they returned, forcing the parliament to postpone the vote on the new Cabinet until Wednesday.

"Let Libyans know the atmosphere in which we operate," al-Megarif said. "The least we can say about what happened is that it is pressure on the Congress members." He said criticism of the Cabinet was welcomed but appealed for a peaceful expression of opinion.

"The Congress represents legitimacy in this country," he said.

A year after the overthrow and death of Gadhafi, Libyans are seeking a broader distribution of political power among the country's three main regions, after decades of domination and discrimination by the dictator's highly centralized state based in the capital, Tripoli.

The new Cabinet faces the herculean task of reigning in a mushrooming number of armed groups, filled mostly with former rebel fighters who defeated Gadhafi's forces during last year's eight-month civil war. The government must also build state institutions such as the judiciary, police, military and others from scratch, and rebuild cities and towns demolished during the conflict.

Zidan, a former human rights lawyer chosen Oct. 14, is the second prime minister to be named by the 200-member parliament. Legislators dismissed his predecessor, Mustafa Abushaqur, after they said he had put forward unknown people for key Cabinet posts and proposed a government lacking diversity.

Zidan said he held talks with the country's political parties including the two biggest blocs in parliament, the Alliance of National Forces, led by liberal wartime Prime Minister Mahmoud Jibril, and the Muslim Brotherhood's political arm, the Justice and Construction Party. Such talks are seen important to ensure that his 27-member Cabinet lineup passes the vote of confidence.

The proposed Cabinet gives the interior and defense portfolios to ministers from Libya's second largest city, Benghazi, and reserves at least two posts for ministers from the third largest city, Misrata. Two proposed ministers are women. The protesters named the proposed foreign minister and religious endowment ministers as linked to Gadhafi's regime.

The new Cabinet will also have to deal with the displacement of tens of thousands of residents of the western town of Bani Walid. The town, a stronghold of Gadhafi's loyalists, fell in a battle to pro-government forces last week.

After rounding up a number of suspects, pro-government militias withdrew from the town. Abdullah Boushnaf, named head of Bani Walid's city council, complained the government had no plan to fill the vacuum and said the situation was "disastrous."

"We don't understand what is happening. The government made promises and said that there are plans to bring back the displaced, but nothing has happened until now. Looters are taking over everything from public to private properties," he said.

The chaos mounted with recent remarks from outgoing Defense Minister Osama al-Gweili, who claimed on Monday that the forces that took over Bani Walid were not under the government control, calling them just "militias."

Al-Gweili is from the western mountain town of Zintan, which has close ties with Bani Walid and whose fighters opposed military action against the town.

Al-Gweili's remarks underscore the absence of a clear mechanism of decision making by Libya's rulers.

Al-Megarif said earlier this month that the forces leading the offensive on Bani Walid had state backing, and his military chief of staff, Youssef al-Mangoush, said that he sent reinforcements. The contradictions show how tribal loyalties play major roles in decision making.

New way to prevent recurrent ear infections?

ScienceDaily (Oct. 30, 2012) ? Eliminating bacteria's DNA and boosting antimicrobial proteins that already exist may help prevent middle ear infections from reoccurring. These are the findings from a Nationwide Children's Hospital study that examined how an immune defense protein common in the middle ear interacts with a structure meant to protect a colony of bacteria.

The bacterium nontypeable Haemophilus influenzae (NTHI) causes a wide range of diseases of both the lower and upper airways, including middle ear infection. NTHI, like most other bacteria, can form a biofilm, a robust community of bacteria that allows the bacteria to evade the host's immune system and protects the bacteria from antibiotics and other therapies designed to kill them.

Human beta-defensin-3 is an antimicrobial defense protein expressed in the middle ear of humans and other mammals that kills both Gram-positive and Gram-negative bacteria. Previous research has shown that if expression of beta-defensin is disrupted, the host's ability to control the bacteria in the upper airway is altered and infection worsens.

Investigators in The Research Institute at Nationwide Children's Hospital hypothesized that human beta-defensin-3 might lose its power to kill NTHI if it got caught up within the extracellular DNA that makes up a biofilm's outer layer, thus preventing its contact with bacteria within the biofilm.

"Antimicrobial host defense proteins, like human beta-defensin-3, have been shown to bind to non-host DNA," says Lauren O. Bakaletz, PhD director of the Center for Microbial Pathogenesis "This interaction has an impact on the defense protein's ability to function."

Upon examining their animal model of middle ear infection, Dr. Bakaletz' team found that bacterial DNA and the animal's defense peptides were detected together in biofilms that developed during infection. Also, the defense peptide was predominantly co-localized with the biofilm's extracellular DNA.

When the team exposed the bacteria that cause ear infections to a concentration of human-beta defensin-3 that is typically detected in the a middle ear of a child with active infection, the peptide was able to kill 100 percent of the NTHI, but the killing stopped when extracellular DNA was introduced to the reaction.

"These data support the conclusion that the killing activity of the antimicrobial defense protein was decreased in an NTHI-induced biofilm due to its interaction with eDNA," says Dr. Bakaletz, who is the lead study author and professor of Pediatrics and Otolaryngology at The Ohio State University College of Medicine.

When they removed extracellular DNA from the biofilm, the killing activity of the defense peptide was rescued.

"The ability to restore antimicrobial defense protein activity is encouraging, since biofilms are resistant to most treatments, including traditional antibiotics," says Dr. Bakaletz.

Dr. Bakaletz says this study provides evidence for a new treatment regimen to target biofilms formed by NTHI during middle ear infection. One approach would be to deliver a therapeutic agent that can disrupt bacterial DNA, in conjunction with human beta-defensin-3 to the middle ear of a child with chronic, recurrent infection. Physicians could follow the same pathway used to target the middle ear during ear tube surgery, a common treatment for chronic ear infections.

"This approach would likely bolster the ability of the innate immune system to manage NTHI-induced biofilms, avoiding the need for antibiotics or empowering the use of antibiotics we already have in our arsenal," says Dr. Bakaletz. "Doing so could help diminish the recurrent nature of middle ear infection."

Sandy's state-by-state path of destruction

The massive storm that started out as Hurricane Sandy slammed into the East Coast and morphed into a huge and problematic system affecting millions of people. Here's a snapshot of what is happening or expected, state by state.

CAROLINAS

The U.S. Coast Guard rescued 14 members of a crew forced to abandon a tall ship off the North Carolina coast. One of the crew members was found hours later and was in critical condition at a hospital Monday night, but the ship's captain was still missing. The HMS Bounty was originally built for the 1962 film "Mutiny on the Bounty" starring Marlon Brando and has been featured in other films, including one of the "Pirates of the Caribbean" movies. Power outages: 5,639.

CONNECTICUT

The University of Connecticut is closing Tuesday, joining a hundreds of other schools and school systems across the state. The closure includes UConn's law school and the UConn Health Center, though the John Dempsey Hospital will remain open during the storm. Two people have died in storm related accidents. State police said a person died after being hit by a falling tree and the Easton Fire Department said a firefighter was fatally injured when a tree fell on his truck. Power outages: 615,000.

DELAWARE

Dover Air Force Base has relocated some aircraft in anticipation of the storm, and the Federal Emergency Management Agency has requested that the base be used as a staging area for support and supplies. Some residents of low-lying areas of the base have been ordered to evacuate. Power outages: 32,000.

ILLINOIS

The powerful storm is expected to extend as far as Chicago, where the National Weather Service already has issued high wind warnings and a lakeshore flood warning for Tuesday and Wednesday. City officials said Lake Shore Drive, along Lake Michigan, is expected to remain open. But they urged motorists to proceed carefully. The Chicago Transit Authority said it will reroute buses if necessary.

KENTUCKY

Sandy is expected to bring snow to far southeastern Kentucky. A winter storm warning is in effect in Harlan, Letcher and Pike counties through Wednesday morning. Forecasters say snow could accumulate from 4 to 10 inches in high elevations and 1 to 3 inches in lower elevations.

MAINE

Virtually all Maine public schools opened Monday but some were closing early before the heaviest rain and wind from Hurricane Sandy. State officials say the biggest concern is wind, which is expected to cause widespread power outages. The state's utilities say they have crews poised to deal with expected power outages, including some from Canada. Power outages: 80,000.

MARYLAND

Baltimore Mayor Stephanie Rawlings-Blake says vehicular travel is banned on city roads beginning at 6 p.m. Monday. The restrictions to do not apply to uniformed personnel, hospital employees or other medical providers. Gov. Martin O'Malley earlier Monday closed the Bay Bridge.

MASSACHUSETTS

Voluntary evacuation recommendations have been issued in Scituate, Lynn, New Bedford and Plum Island. The recommendations are for just certain sections of the communities that could be affected by flooding as a result of Hurricane Sandy. Mandatory evacuations were ordered in sections of Dartmouth and Fall River. Power outages: 400,000.

MICHIGAN

Michigan utilities say high winds could cause power outages in the state and they're keeping an eye on the weather to respond to power problems. DTE Energy Co. said gusts of 50 mph Monday evening and Tuesday could affect some it its 2.1 million customers. Power outages: 23,000.

NEW HAMPSHIRE

Gov. John Lynch has urged all drivers to be off the roads by 3 p.m. as Hurricane Sandy approaches. Lynch declared a state of emergency and directed that non-essential state workers be released from work Monday afternoon. He urged employers to consider releasing workers early. The governor has put 100 New Hampshire Guard soldiers on active duty. At least 13 shelters have been opened. Power outages: 120,000.

NEW JERSEY

All roads into and out of Ocean City are closed due to flooding that has cut off the popular Jersey shore resort community. Former Hurricane Sandy already had flooded most of Atlantic City, sweeping away an old section of the city's famed boardwalk. Officials said two people were killed when a tree landed on their vehicle. The Port Authority of New York and New Jersey said Newark Liberty airport had been shut down until further notice. The airport had technically been open throughout the day although flights were not coming or going. Power outages: 1.7 million.

NEW YORK

Much of New York was plunged into darkness Monday from the superstorm and utilities that deliberately darkened downtown Manhattan to prevent storm damage. Water flooded into two major commuter tunnels and onto some subway tracks at stations in the city. Gov. Andrew Cuomo's office said at least five people have died in New York state because of the storm. The Port Authority of New York and New Jersey Power said airports in metropolitan New York City have been closed until further notice due to flooding. Power outages: 1,130,000.

OHIO

Residents of low-lying areas and along Lake Erie were told to watch for flooding; utilities are anticipating high winds that could blow down trees and poles. Snow is forecast in some areas. Power outages: 22,000.

PENNSYLVANIA

The Pennsylvania Department of Transportation said Monday that more than 200 bridges and roads were closed because of downed trees, power lines and flooding, most of it in southeastern Pennsylvania. Officials from the state transit agency and the Pennsylvania Turnpike instituted speed restrictions over concerns about high winds and ordered certain vehicles, including empty trucks and motorcycles, off some highways. Three people have died in storm-related incidents, including an 8-year-old boy who was killed when a tree limb fell on him. Power outages: more than 1 million.

RHODE ISLAND

Officials are concerned about wind driving water north up Narragansett Bay, which could create flooding in low-lying areas of the upper bay, including Providence, Warwick and Cranston. Power outages: 110,000.

TENNESSEE

Snow is expected in higher elevations, where a freeze warning has been issued. High winds are expected in many areas.

VERMONT

Gov. Peter Shumlin declared a state of emergency to provide access to National Guard troops in a state still recovering from the devastating effects of the remnants of Hurricane Irene. Culverts and storm drainage basins in some spots have been cleared of debris. Power outages: 14,470.

VIRGINIA

Thousands in Virginia are without power as former Hurricane Sandy began moving away from the state. There are about 100,000 people without electricity in northern Virginia. Utilities have brought in additional crews to assist with restoration efforts. Power outages: 123,460.

WASHINGTON, D.C.

Taxis that originate in Washington are authorized to add an emergency flat rate of $15 per trip because of Hurricane Sandy, starting Monday. The price is supposed to expire at noon Tuesday, but can be extended if considered necessary. The capital area's transit system shut down rail service for the first time since 2003. Power outages: 5,500.

WEST VIRGINIA

Officials said a woman was killed in a storm-related traffic accident. A spokeswoman for Gov. Earl Ray Tomblin said about 5 inches of snow had fallen in the area of Tucker County where the crash occurred, making road conditions treacherous. Tomblin declared a state of emergency for the state on Monday. West Virginia Division of Homeland Security and Emergency Management Director Jimmy Gianato said conditions are expected to be at their worst overnight and early Tuesday before the storm moves on. Power outages: 49,000.

WISCONSIN

The Village of Pleasant Prairie along Lake Michigan near the Illinois border has advised residents in about 265 homes to voluntarily evacuate Tuesday morning because of the possibility of dangerously high waves and flooding. Lori Getter of the Wisconsin Division of Emergency Management said waves of 14-18 feet are forecast for Lake Michigan.

The Clicker: How?s your injured knee?
Shawn: It?s okay. I?m doing therapy each day trying to make it a little better.

The Clicker: It looked so scary when we saw it all swollen. Has the swelling gone down?
Shawn: Yeah. I?ve dealt with injuries for the last two years on and off. I?ve been through it all. I think I was more emotionally distraught than physically. I felt better once I got the pass from the doctor that it was just a sprain and I needed therapy.

The Clicker: How does it feel to be in fourth place with 84.5 points? Do you feel safe going into tonight?
Shawn: I know that I was happy with the dance. I think that for a ?country cha cha? we did pretty well. Derek was struggling with his neck today. I was struggling with my knee. I was happy we got through.

The Clicker: Derek said he was going to do next week?s dance especially for judge Len Goodman instead of tailoring it to what the viewers might like to see, but that?s also the week there are no fan votes! The judges? feelings will be even more vital.
Shawn: Yes, but I think any couple would do that.

The Clicker: Oh, yes. It?s a very smart, strategic move.
Shawn: Yes, strategically, Derek?s the smartest one out there.

(Note: ABC has since announced that plans have changed for next week's show. The judges will not eliminate a contestant next week. There will be a double elimination the following week with viewer votes factored in.)

The Clicker: Len doesn?t care for all the extras, but when your song has the word ?tractor? in the title ? well, you bring a tractor! ?
Shawn: Yes, I thought bringing a tractor suited our dance (on Monday). It?s country week. The song is ?She Thinks My Tractor?s Sexy.? If we?d gone for just a traditional cha cha I don?t think that it would have gone over well. We had to spice it up and have fun?and we did!

The Clicker: The video segments featuring the dancers and the stars have been less about doing activities and more about just showing you guys talk. Which do you prefer?
Shawn: They packages capture the genuine moments we have during conversations where we just talk about things. It?s more real than if something is staged, but we are still going places. This week, we?re going to the CMAs. I?m presenting the award to best vocal group of the year. It?s a dream come true!

Sheepdog breed put on watch list

The iconic Old English Sheepdog is being hit by the growing popularity of so-called "handbag dogs" such as chihuahuas, the UK Kennel Club says.

New figures show there were just 316 puppy registrations for the breed so far this year.

A breed is deemed "vulnerable" if registrations drop below 300.

The sheepdog is one of a number of native breeds that are experiencing declines due to the fashion for the chihuahua, pug and Siberian Husky.

It was popularised by the television adverts for Dulux paint in the 1980s and 1990s.

There are 30 vulnerable breeds in total and four on the At Watch list.

Among the most vulnerable breeds are the Field Spaniel with 31 registrations so far this year, the Cesky Terrier with just 25 and the Skye Terrier, with 24.

By contrast, there were 28,787 Labrador Retriever puppies registered last year, making it the UK's most popular dog. There were 2,669 Chihuahuas and 5,496 Pugs registered - both breeds are growing rapidly in popularity.

Bill Lambert, manager of the Kennel Club Assured Breeder Scheme, said the decline in the Old English sheepdog could be partly explained by lifestyle changes.

"It needs a lot of grooming and exercise and so is not suitable for the fast paced urban lifestyles of many people," he explained.

"But it is also a lot to do with fashion. Despite the fact that Old English Sheepdogs have good temperaments and can make fantastic family pets their popularity is being eclipsed by more fashionable foreign breeds that can be much harder to train and care for.

"Of particular concern is the growth in popularity of the Siberian Husky, a beautiful dog which is notoriously willful and generally unsuitable for urban life."

The figures come from Kennel Club statistics for the first three-quarters of this year.

Some native vulnerable breeds have fared well, with the Norwich Terrier seeing the largest increase in numbers in the first three quarters of this year, compared with the same period in 2011. It increased by 96%, from 108 to 202 registrations. The Otterhound has also increased by 57%, from 21 registrations to 33.

The organisation's annual event Discover Dogs is taking place in London on 10 and 11 November, featuring some of the most vulnerable breeds.

Where small business owners differ from other Americans lies in the share that gets insurance coverage from their employer and from ?other private insurance,? most of which is insurance purchased in the individual market.

While 37 percent of all non-elderly Americans get health insurance from their employers, only 19 percent of small business owners with fewer than 25 employees do. The numbers are reversed for ?other private insurance,? with 30 percent of the small business owners and only 13 percent of all non-elderly Americans getting their insurance from that source.

This difference leads the Kaiser Family Foundation analysts to conclude that the really important changes in the ACA for owners of small businesses lie in the individual insurance market, such as new coverage requirements, rules about pre-existing conditions, and the creation of insurance exchanges.

It seemed to work?well and?now Kent and Ravenna are?inviting as many of the neighboring cities?as possible to join in on the next round of surplus sales.??

Lithuania heads for political deadlock after election

VILNIUS (Reuters) - Lithuania headed for political deadlock after the coalition winners of a weekend election said they would push ahead with talks to form a government despite a presidential veto of one of their parties over allegations of voter fraud.

The Social Democratic party, which with its allies snatched victory on Sunday in a vote against years of austerity, rejected any change in the make-up of the coalition despite President Dalia Grybauskaite saying one of the three parties was unfit to govern because of the fraud allegations.

"We have not changed our opinion. We want to fulfil our promises to voters, because they trusted us," Social Democrat leader Algirdas Butkevicius said after meeting with senior party members of his party on Monday.

Butkevicius, whose party took most seats in the election and who is likely to be the next prime minister, ruled out including the Homeland Union party of outgoing Prime Minister Andrius Kubilius in a new administration.

"We would really disappoint the voters if we started to wander and began forming some new coalition," he said.

The Social Democrats, the Labour Party and the Order and Justice Party - headed by impeached former president Rolandas Paksas - capitalized on voters' anger at years of austerity that restored the country's finances after the global crash, but led to soaring unemployment and an exodus of Lithuanians seeking better opportunities abroad.

Grybauskaite said she refused to back a coalition which included Labour, which stands accused of buying votes during the two rounds of the election.

"A party which is suspected of gross violations in the election, which is suspected of false accounting and non-transparent activities cannot participate in the government's formation," the president told reporters.

Grybauskaite, 56, a former European Union budget commissioner, is popular with voters. Under the constitution she has the power to nominate the prime minister.

The Labour Party denies wrongdoing.

"The principle of the presumption of innocence must be kept to," said Viktor Uspaskich, the party's leader. "The will of the people must not be spat upon".

Grybauskaite said police were investigating 27 election irregularities, 18 of which concerned alleged vote buying, with the Labour Party accused of involvement in most of them.

Separately, Uspaskich is on trial for alleged tax fraud, which he denies. His party increased its representation in the 141-seat parliament to 29 lawmakers from 10.

"We call our state a democratic state, ruled by law," Uspaskich said on public television.

Grybauskaite said she probably would name Social Democrat Party leader Algirdas Butkevicius as prime minister.

But with the president and winning parties at loggerheads, it was not clear what the new government would look like.

"The rules for solving confrontation between a formed majority in parliament and president which refuses to nominate its candidate for prime minister is not clearly defined in the constitution," political commentator Arturas Racas told Reuters.

"If both parties do not relent this is a stalemate, there is no clear solution. The only way to solve it will be a ruling by the Constitutional Court," he said.

Butkevicius said a compromise might be to exclude Uspaskich and other Labour party members facing legal probes from government posts. He ruled out forming a minority government.

Whatever the make-up of the new administration, economists said it would have little choice but to keep a tight rein on spending as Lithuania remained highly indebted and needed to maintain the trust of financial markets.

Butkevicius has said he would stick to fiscal responsibility and aim to take Lithuania into the euro zone in 2015, broadly extending the policies of Kubilius. [ID:nL6E8L2DQJ] He has also backed closer ties with Russia.

Kubilius won praise abroad for slashing Lithuania's budget deficit after a brutal economic crisis began four years ago.

The economy has now returned to growth, and rose a faster-than-expected 4.4 percent in the third quarter.

But Kubilius saw his popularity slide at home as wages fell, unemployment rose and tens of thousands of people left the small Baltic country in search of work.

The one thing I ignore is the sense that I "should" pay more attention to a hobby. In the past, when I would feel like I hadn't spent much time on a particular hobby lately, I'd "cure" it by spending more money on that hobby.

Like everything else, your hobbies are likely to change over time, and even between seasons. If you're not watching a lot of movies at any given time, put that Netflix account on hold, or if you're not reading much of a magazine, cancel your subscription. Sometimes we'll form spending habits and just stick with them because we think we enjoy something, but as the Simple Dollar points out, it's a good idea to check those expenses to make sure you're still getting the most out of them.

Obama: Storm is 'serious and big,' and slow-moving

WASHINGTON (AP) ? President Barack Obama said Sunday that the storm taking aim at the East Coast is a "serious and big storm" that will be slow-moving and might take time to clear up. The government would "respond big and respond fast" after it hits, he said.

Obama met with federal emergency officials for an update on the storm's path and the danger it poses to the Middle Atlantic States and New England.

"My main message to everybody involved is that we have to take this seriously," Obama said. He urged people to "listen to your local officials."

The president said emergency officials were confident that staging for the storm was in place.

Hurricane Sandy was expected to hit the East Coast late Monday, then combine with two winter weather systems as it moves inland, creating a hybrid superstorm. At least four battleground states are likely to be hit: New Hampshire, North Carolina, Ohio and Virginia.

Obama traveled the nearly three miles from the White House to the Federal Emergency Management Agency's headquarters in his motorcade. He made the comments after a briefing by agency officials that was led by FEMA Administrator Craig Fugate. The group participated in a conference call with governors in states in the storm's path, including Virginia, Delaware, Maryland, Pennsylvania and New York. The president also spoke with mayors from Washington, Newark, N.J., Baltimore and Philadelphia.

As part of the briefing, the president also met with FEMA workers and thanked them.

"My message to the governors as well as to the mayors is anything they need, we will be there, and we will cut through red tape. We are not going to get bogged down with a lot of rules," he said. "We want to make sure we are anticipating and leaning forward into making sure that we have the best possible response to what is going to be a big and messy system.

Later Sunday the president headed to Florida, where he's campaigning Monday.

"My first priority has to be making sure that everything is in place" to help those affected by the storm, Obama told campaign workers in Orlando. He said the storm meant he would "not be able to campaign quite as much over the next few days."

Gardening equipment is a great example of this. Most of the gardening tools we have simply aren?t used all that often. They sit in the garage for the vast majority of the year, coming out mostly in spring and intermittently in the summer and fall.

Another great example is our home printer/scanner. We use it once every few weeks on average. Most of the time, it sits in the guest bedroom gathering dust.

When we need those things, we?re glad to have them. Most of the time, they just sit there.

The same phenomenon is true of almost everyone. We all have tools and equipment in our home that we don?t use very often, but we really need it when the right time comes around.

During the time when you?re not using it, why not share it with friends and neighbors?

This is particularly useful if?you live close to the person you?re sharing with.?For example, sharing gardening equipment with the person next door makes it very easy for both of you. One of you buys a hoe, a rake, and a shovel, while the other buys a miniature tiller, and you share the equipment freely, saving you both money.

I?ve witnessed close neighbors sharing everything from printers and wireless internet access (yes, they split the cost of it, and one house simply had a wireless repeater in it on the wall closest to the neighbor) to kitchen tools (a food processor) and yard tools. People have shared things like septic snakes, clotheslines, and coin sorters.

What?s the best way to get things started??Ask.?Ask a friend or a neighbor if they have an item that you need but will use very irregularly. Most of the time, it?s an item they use very irregularly, too, and they?ll usually be happy to lend it.

When you do so, thank them and make it very clear that they can do the same with you ? if they have a need and think you might be able to help, they should just ask.

When you hear of a neighbor or a friend needing something,?offer to lend the item.?This gets the sharing started on the right foot.

What if you both have a need that neither of you can fulfill? Split the cost somehow. Perhaps one neighbor can provide a small amount toward the purchase in exchange for regular use of the item (until you move apart, that is), which could be a very nice arrangement on something like a new gardening tool. I?d probably avoid this on a more expensive item.

Share with your neighbors and friends. It saves you both money.
